The issue could be a result of the start date for the bid being set for a future date. You will want to set the date for today or a previous date.

Instructions
- Navigate to Modules > Content > Bid Postings
- Select the category the pending bid is in
- Find the Pending Bid
- Select Choose an Action > Modify
- Change the Start Date to today or a previous date
- Select Save
