Place Important Information & Action Items at the Top: Crucial navigation elements and content that call to action should be at the top of any page. Long page content that will likely scroll is acceptable, as long as it is made obvious that there is more to see below.

Different devices display web pages at varying sizes, and a user may miss some information if it is not easily accessible at the top of a page.
