Is there a way to create a Notify Me subscription list and not allow people to subscribe (I thought there was but I'm not finding it in "Notify Me")?
If not, is there a different module we can do this in?

You can create an "intranet" category that would hide that list from public users and prevent them from being able to subscribe. The following articles walk through that process:
