Transport Layer Socket (TLS) is not enabled for outbound emails from Municipal Websites Central sites. They use a basic SMTP (Simple Mail Transfer Protocol) service, which can only have TLS globally enabled or disabled. TLS is disabled since some customers don't have certificates for their email service's domains. If this were to be globally enabled, some customers would see email delivery issues.
You can have outbound emails from your site use TLS by relaying them through your email server. However, once the relay is confirmed to be working, your organization will have to manage all email-related issues.
