Before the Platform's launch, a user could be unpublished rather than deleted. This allowed System Admin (Administrators) to manage temporary or seasonal accounts, as well as the permissions associated with that account.
However, when the Platform launched, a vulnerability was noticed that caused unpublished users to be re-published if they logged back in using the Platform. Therefore, a decision was taken to remove the unpublish action from the User Admin module. Hence why you don't see an unpublish action within the module.
If a site is migrated from the Legacy login to the Platform login, any user who hasn't logged into the site within 18 months is marked as unpublished by the migration tool. However, the account is not migrated over to the Platform. This allows System Admins to review the unpublished accounts and determine whether they need to be published (and create an account on the platform) or be deleted.
