Widgets Tab is Grayed Out

When Authors are viewing the published version of a page when using Live Edit, the Widgets tab will be grayed out. This is due to Authors needing content to be reviewed before being published, meaning Authors cannot modify published versions of pages. In order to modify the page, Save As Copy must be clicked.
