Subscriber Management (Notify Me) APIs

This enhancement is a part of the February 19, 2022 release.

New Application Programming Interfaces (APIs) have been added for the Notify Me module to be able to add, updated, and remove user subscriptions of a particular subscriber list. APIs are accessible on all sites by typing in /api after the domain's suffix.
