Form Center - Include attachments in Submission API payload

This enhancement is a part of the April 2, 2022 release.

CivicEngage Central now has an Application Programming Interface (API) endpoint for retrieving attachments that users upload when submitting a Form Center form. A successful GET call with the Form ID will return the attached files as a .zip archive. APIs are accessible on all sites by typing in /api after the domain's suffix.
